In a noteworthy development, National Security Adviser Jake Sullivan met with Chinese official Wang Yi in Vienna for candid and constructive talks, as announced by the White House.
Despite the spy balloon incident earlier this year, this is the highest-level meeting between US and Chinese officials since then. The incident led to Secretary of State Antony Blinken postponing his planned trip to Beijing and unfolding during a tumultuous year in the relationship between the two nations.
It was emphasized in the White House readout that ongoing efforts are being made to maintain open lines of communication and ethically manage the competition. As a result of their November 2022 meeting in Bali, Indonesia, President Biden and President Xi agreed to preserve this critical strategic communication channel.
After the leaders’ meeting in Bali, Secretary Blinken was scheduled to visit China in early February. However, the trip was postponed due to the presence of a Chinese surveillance balloon over the United States, which undermined the purpose of the visit.
US officials have consistently stated that Secretary Blinken will undertake the trip when the conditions are suitable, but specific details have yet to be disclosed as of Tuesday.
During the Munich Security Conference, Blinken met with Wang following the balloon incident in February. During this meeting, Blinken strongly condemned the violation of US sovereignty and international law caused by the balloon’s presence in US airspace. He emphasized the need to prevent similar incidents from occurring again.
The US Secretary of State was direct and candid throughout the hour-long meeting and expressed disappointment that China did not engage in military-to-military dialogue when the balloon incident occurred.
During an event in early May, US Ambassador to China Nicholas Burns stated that the US was prepared to engage in dialogue with China and hoped for joint efforts from Beijing. He expressed willingness for a broader engagement at the cabinet level and emphasized that the US has never supported a complete freeze in the relationship.
